When you decide to pick up a cup of coffee, it feels like a conscious choice—but your brain may not work that way at all. A new theoretical framework from Indiana University researchers argues that the brain has no specific region or process for making decisions. Instead, what we call a decision emerges from circular interactions between sensory, motor, and environmental cues.
The Sandwich Model Fallacy
For decades, scientists and most people assumed a linear sequence: first you perceive, then you decide, then you act. This is called the “sandwich model,” with decision-making as the filling between perception and action. But according to Professor Tom James of the Department of Psychological and Brain Sciences at Indiana University, the brain doesn’t have any discrete neural machinery for decisions—only for sensing and moving.
In a paper published in June 2026, James dismantles the sandwich model using logical and neurobiological evidence. He points out that while the brain has clear sensory and motor areas, no corresponding “decision network” exists. Moreover, the idea of a central decider inside your head creates a logical paradox called the Cartesian Theater—an infinite regress of smaller controllers.
Action Selection vs. Decision-Making
James proposes replacing “decision-making” with “action selection”—a process driven by simultaneous, dynamic loops between your brain, body, and environment. To illustrate, he describes a simple robot with only basic sensors and motors that navigates a room, appearing intentional despite having no internal decision system. The robot’s behavior emerges from its interaction with the environment, not from a central command.
Why It Matters for Your Brain
This shift in thinking has practical implications. If decisions are not localized, trying to “train” decision-making in isolation may be less effective than improving sensory awareness and motor control. Cognitive workouts that involve real-world, multi-sensory tasks—like sports, dance, or even juggling—may boost what we call decision-making by enhancing the underlying loops.
